If you answered yes, our Whiteshell Laboratories (WL) site, located near Pinawa, Manitoba, is looking for a Manager, WL Business and Quality Assurance. Do you like to work in an environment where you will be responsible for finance, budgeting and monitoring, performance and business reporting, and more?  This position additionally works within the parameters of contract deliverables, in accordance with applicable regulations, the WL Total Cost Agreement (TCA), the WL Site Licence, and CNL project management, central technical authority, and business management programs. Canadian Nuclear Laboratories (CNL) employees perform all duties in accordance with established health and safety and regulations/guidelines, policies and procedures (i.e. utilizing personal protective equipment as per safe work procedures). Notifying management or supervisor of all occurrences, injuries, illnesses or safety and health concerns which are likely to harm themselves, their co-workers or any other on the premises in a timely manner and in accordance with established reporting requirements.

Skills & Experience

  • University degree in a discipline related to business or finance.
  • Professional accounting accreditation, an asset.
  • Seven (7) to 10 years of increasing responsibility and relevant experience, or an equivalent combination of education and experience, related to business management.
  • Knowledge of project costing and earned value management.
  • Demonstrated experience and success in leading multi-disciplined teams.
  • Experience with contract management is an asset.
  • Familiarity with Quality Assurance, particularly CSA N285 is desired.
  • Experience in the use of Performance Assurance and continuous improvement tools is an asset.
  • Excellent communication skills and ability to interact, collaborate, and maintain successful working relations at all levels within the organization and external stakeholders
  • Strong administrative and organizational skills and the ability to develop, measure, and assess goals; meet commitments and satisfy stakeholders; and adapt to multiple priorities.
  • Cross-functional leadership skills and ability to develop, manage, and implement improvement initiatives.

  • Exemplary discretion and ability to handle sensitive information and confidential matters with discretion, integrity and ethics.
  • Familiarity with various elements of project management systems and the tools used to plan, implement, track, and report on project performance.
  • Sound knowledge of financial analysis techniques, business analysis, and planning methodology.
  • Ability to analyze and interpret financial data, investigate variances, and provide assessment of future impacts.
  • Understanding of the interaction and potential impact that performance and quality assurance programs can have on operations, and knowledge of root cause analysis and change management processes and philosophies.
  • Proven experience in the acquisition, development, and oversight of human resources.
  • Thorough understanding of corporate policy and procedures, and political sensitivities.
  • Ability to take on adhoc or emergent strategic or management initiatives.
  • Knowledge of PMBOK, project costing, earned value management or a similar industry standard for project management.
  • Understanding of N286 Quality Assurance program, the Nuclear Safety and Control Act, and nuclear facilities regulating agencies and their requirements.
  • Knowledge of Performance Assurance programs as they relate to the nuclear industry.

Responsibilities

  • Preparing and monitoring monthly, quarterly and annual client performance reports, and other executive and Board communications.
  • Managing, reviewing, monitoring, and analyzing common element budgets, variances, trends, risks, and performance.
  • Leading the preparation of estimates-at-complete, forecast updates, and performance baseline changes. Monitoring monthly spends, analyzing variances, and recommending appropriate corrective action. Ensuring senior management is apprised of project performance status, funding, and issues.
  • Providing financial planning, business analysis, and decision support to other areas within WL Restoration Project (WLRP).
  • Monitoring and ensuring all WL TCA deliverables are prepared and provided to Atomic Energy of Canada Limited (AECL) in accordance with the TCA.
  • Preparing and facilitating formal and informal contractual communication between WLRP, Prime Contracts, and AECL. Supporting client meetings and data requests and participating in routine client contract meetings. Leading the preparation of contract variation estimates and draft client communication.
  • Managing WL Performance Assurance processes and implementing improvement initiatives of these processes and systems including: Corrective Action Program, Contractor Assurance, ImpAct, and Management Observation. Assessing, evaluating, measuring, and reporting on the effectiveness of program activities.
  • Monitoring Performance Assurance data and reviewing inputs into reports such as Nuclear Performance Assurance Review Board and the Annual Compliance and Monitoring Report.
  • Working closely with other safety-related program teams to promote different aspects of a nuclear safety culture.
  • Managing the WL Quality Assurance organization to provide effective and efficient product delivery in full compliance with statutory and regulatory requirements through the provision of quality services, including evaluating actual performance to quality requirements through the application of independent verification methods and ensuring products or services are procured under appropriate quality assurance requirements.
  • Overseeing development and maintenance of the QA Program for decommissioning work to comply with CSA N286.6 Standard. Verify that QA systems are implemented, adequate, and effective.
  • Participating with other members of the management team to achieve WLRP objectives.
  • Maintaining confidentiality in all matters.
  • Other duties as assigned by manager.
