Full Job Description

The Director – Project Controls and Reporting (PC&R) is responsible for tracking progress and status for the Whiteshell Laboratories Restoration Project (WLRP), and reporting of project performance to Atomic Energy of Canada Limited (AECL) and the Canadian Nuclear Laboratories (CNL) team. The Director leads the PC&R organization with the development, implementation, and maintenance of integrated project control and risk management tools to produce associated performance and forecast reporting. They retain a broad understanding of many factors within the WLRP as they relate to strategic planning, safety, health and quality, regulatory compliance, and the WLRP Target Cost Agreement, and makes appropriate recommendations to senior management.

Skills & Experience

  • Diverse experience in the application of project management principles, processes and tools used to manage projects as recognized by the Project Management Institute (PMI).
  • Hands on experience in the management of project activities during various life cycle phases.
  • Significant experience with computer-based applications used for project scheduling (P6), cost estimating, reporting (PCRS), and earned value management (Cobra) software, preferably gained in a heavy infrastructure/nuclear project environment, mastering schedules with > 10,000 activities.
  • Strong organizational and planning skills and ability to establish priorities, define action plans, set and meet deadlines and monitor performance to be on time and on budget.
  • Effective team leadership and team-building skills.
  • Questioning attitude with the ability to challenge assumptions and plans proposed by others in an objective and professional manner.
  • Superior knowledge of project management systems and the tools used to plan, implement, track, and report on project performance. Previous knowledge / experience with the workings and products of Primavera scheduling software, formal risk management frameworks, and project scope breakdown and cost account structures.
  • Proficient in gathering and analysing project data and identifying anomalies.
  • Demonstrated understanding of the methods and resources used by functions engaged to perform project activities such as engineering, licensing, quality assurance, procurement, manufacturing, etc., as well as the deliverables typically produced.
  • Knowledgeable of the regulatory/government/political environment in which CNL and AECL operates and the impacts these have on project planning, control and operations.

Responsibilities

  • Lead the Project Controls and Reporting organization in the development, implementation, and maintenance of integrated project control tools to produce project baselines and associated performance and forecast reporting.
  • Provide direction and expertise to project controls related activities in support of the planning and execution of operational requirements.
  • Establish priorities, define action plans, set and meet deadlines, and monitor performance to be on time and on budget.
  • Provide subject matter expertise on work break down structure, cost estimating, schedule management, basis of estimates, and risk management, and train staff in their usage.
  • Use reliable sources to verify conditions and assess risks.
  • Produce and update project work breakdown structures, project cost estimates, and schedules.
  • Monitor project performance and ensure senior and executive management within CNL are informed of current project status and potential issues.
  • Integrate systems applications that capture scope, schedule, costs, and risk information.
  • Liaise with CRL counterparts and support organizations to ensure project controls systems are supported by corporate systems and processes.
  • Introduce and embed industry best practices for project management, risk management, and project controls into policies and procedures.
  • Ensure senior management, Atomic Energy of Canada Limited (AECL), and Project Managers have access to timely and accurate performance information.
  • Prepare effective, timely reports including quarterly performance reports, semi-annual risk management plans, CPI/SPI, and project reports including issues and corrective actions, for both AECL and the WLRP.
  • Analyse cost and schedule performance, determine variances, monitor trends, capture lessons learned, take corrective action, and recommend and implement improvements.
  • Drive continuous improvements in operational effectiveness and performance of the PC&R function and provide recommendations and coaching with respect to procedural compliance, accuracy and completeness of deliverables.
  • Lead the continuous development of a six month rolling working level schedule and chair weekly schedule review meetings.
  • Establish and monitor branch budgets and specific branch objectives aimed at cost reduction, risk management, and personnel management.
  • Ensure that nuclear and quality programs and standards are applied effectively.
  • Manage and supervise a staff of approximately six (6) to 10 personnel
